Machine identification question maybe OD grinder?

Sure looks like an OD grinder, but with very limited capabilities. No idea what it was used for. Collets only, no tailstock or center.

Bureau Of Ordnance - in old (and maybe later, too) Navy, the organization that had charge of all Naval firepower
I.E., "cannons" large and small and every bit of their consumables and maintenance - including every sort of machine shop to do the work
