What exactly is a “Strong Grader?

Go to the link you posted. It explains it pretty well. It looks like the grader is two fifferent grits of SiC. You could probably buy two different grit SiC stones to do the job.
 
The stone grader is a rectangular small hand-held Silicon Carbide stone with a rough side and a smooth side. You use it to dress the circular grinding stone of a Tormek grinder. If you dress with the rough side, you get an open, coarse, fast cut. If you dress with the smooth side you get a closed, fine, slow cut. Use the former for shaping the tool, grinding out big scratches or ragged cutting edges, and use the latter for finishing the tool edge.
