OT, can anyone ID this tool?

It was found in a random box of things/tools in the maintenance department I work at. No one has a clue what it is. It is made of possibly bronze or similar material, the rounded head on the one side is a rubber material and it is hard to see but on the curved tip there is a channel/groove cut into it(on the internal radius). It is spring loaded to stay closed and there are no markings on it. I have yet to see it as a special purpose tool for any of the equipment in the plant. Overall length is 8"-10". Any help appreciated.
