Tovaglieri was never sold in the USA.
There are no parts here, and almost no one who has ever seen a Tovaglieri.
You should find a company in Buenos Aires that knows about the clutch- Argentina is close to you, and there were many Tovaglieri lathes sold there, so someone there should have experience fixing these.
I would call many different Tallers De Reparaciones in Argentina, and ask who is the expert on these machines. Keep calling, keep asking, and you will find someone who knows them.
It looks as if they have a complicated clutch system, which was popular in Spanish, French, and Italian lathes, and which are hard to repair and find parts for.
