I'm fumbling around here putting posts in the wrong place, etc but here is my question, can I use a static phase converter to start a idler motor then use the 3ph power from the idler motor?

That's basically what a rotary phase converter is. You can then get fancier and balance the output of the legs with capacitors. I have a good article on how to do it but the file is too large to attach. I used it to make mine which is a 7.5 hp unit. PM me with your email address and I'll send it to you
