I have a 2003 haas VF3. Does anybody know if the haas control moves according to the feed on the cutting edge or tool centerline during a g02 or g03.

You could aircut a large circle with a large tool so you have a big difference in the path distance. Then time it & see. Something like a 12" circle with a 10" tool?

i did an aircut.. it uses tool edge if g41 is used centerline if not.

Ahh, but only if you're using diameter comp, right? With wear or computer comp, the control has no idea what size the tool is.

yep.. you need to be using full cutter comp..
