I would like to confirm that when the thread/feed knob is turned to disengage the gear box from the spindle, the gear that is no longer driven by the spindle is still 20% engaged with 2 other gears.

I don't know the exact percentage but, yes , the gear remains engaged to the gear-box side .

The gear is removed when replacing the top belt and it can be a sod to refit. and get the rack drive from the feed/thread knob correct.

While looking in the access panel I noticed that. - It makes sense because it would be hard to align 3 gears every time you wanted to engage for threading.
