Van Norman 22LU question

I have come across a 22LU with a serial number tag that appears to be from 1945 (SN. 6570). It also, on the tag, mentions a "STATE NO. 60111". Does anyone have any idea what this reference means? I assume it was ordered as a DOD machine and would like to be able to track down its history, if this is possible.
It retains the original rotating head setup, but has also been equipped with an old Bridgeport head attached to what I believe is called the the overarm, presumable for the quill feature, for drilling without using the knee.
Thanks for any guesses/steers in the right direction to find out more information.

State # is probably as in State of "whatever out of 50". A lot of surplus govt machines went to local govts. Could have gone to a highway dept maint shop.
