Noticed the GMT time at bottom of page is 11 minutes ahead of Naval Observatory time.

I'm surprised they still use the term GMT since it has been replaced by UTC (Universal Coordinated Time - I don't know why it is not UCT). I heard this was because the Brits got tired of paying the upkeep on the GMT (Greenwich Mean Time) system. So now, a bunch of nations collectively pay for it, and it is called UTC.

I think the time offset has been that way for several years. The watch may be fast, but it's extremely accurately fast!

In french: TUC=temps universel coordonné
In english:CUT-coordinated universal time

Because the french and english could not agree on which to adopt, the decision was made to go-between, hence UTC.

Gmt?

According to my watch the site clock is three hours and eleven minutes ahead of GMT? I'm definitely on GMT here as the Greenwich meridian is about 400 yards to the East of me, on the way into Cambridge.
