End Mill for Spot Facing

I need to cut spot faces on top of existing holes. Spot face diameter needs to be between .555 and .665 and depth of cut is up to .010. Does anyone have tooling suggestions for end mills with a zero degree dish angle? I also cannot push a burr into the hole (Ø.290), I am wondering if a negative rake angle would help push the material towards the outside.

I have tried interpolating with a 3/8" end mill but that tends to pull a burr into the hole after the tool wears in.

Any help would be great.

Could you not plunge it with a 5/8 end mill? Your ramp up would be about .006. If that is not flat enough and you do have to interpolate it, start with a 1/4" end mill and cut from the center of the hole outwards, pushing the burr away from the hole.
