G54 on a lathe quick question

i am working on a VTL with a FANUC 31i control. the operator on the day shift put a -.0127 offset in the X on the G54. when i measured my part after roughing the OD was .013 small and the ID was .013 big. im having a hard time wrapping my mind around whay it happened like that. i would think the ID and OD would both be small. unless there is something i am missing???? thanks for replies in advance.

Think of something else he might have screwed up! ( in addition to modifying the G54 X value!)

In my shop, the resolution would be:
Re-pick the tools involved
Re-pick the part
Note the difference
Run the program
Beat the operator ( or setup guy ) for each one thou difference upside head.
 
thank you. that was great for a laugh and to save me from losing my mind. i thought i was crazy for a bit. looks like the boring tool was changed and the G54.
