Small Dia. Deep Bore Feeds/Speeds

1/4" Shank solid carbide bar with 1-3/4" stick out of the sleeve.
WPGT insert .008" radius.
416 stainless.
Starting with a 3/8" drilled hole.
Final diameter .42".
Final depth 1.6"
Lots of coolant.

I'm new to CNC turning and having a hell of a time getting rid of chatter. Also not getting a chip to break. I'm getting a continuous spiral that wraps around the tool.

Does anyone have a recommended starting point for speed, feed and DOC? Also, if I'm using the wrong insert, feel free to recommend the ideal bar/insert that would be ideal for this.
 
Insert in those small bar in ss is always going to be a pain in the ass more so at over 7xD. Take a look at the carmex tiny tool carbide bar they are my go to tool in hole under 0.500 dia.
 
What size WPGT insert? You probably just need a better chipbreaker on the insert. The 416 stainless is relatively speaking...butter, and should break a chip easily.
