I was wondering if any of the Fanuc based controls out there had the option for variable speed turning?
(Not including Macros in the discussion)

If you are asking the one Okuma or HAAS has to avoid shatter, I know
there was a company with a Fanuc PUMA lathe with SSV (spindle speed variation).
However I am not sure if it was an option, or as you say, just a macro 'implement'.

So, for my part I say: No, its not available on any Fanuc controls.

(maybe someone can confirm this using the Fanuc 30, 31, 32 systems?)

From what I can see in the 30 series option catalog it does not exist as a "factory" option. But depending on MTB architecture I don't think it would be hard to create one in the ladder that functions well.
