Aciera F4/F5 Overarm Support Bushing

The Aciera F4 and F5 overarm supports for horizontal milling arbors have tapered split bronze bushings that can be driven into a tapered seat to adjust the clearance. However, they also have a shim stuck in the split that spreads the bearing open and prevents collapse. Does anyone have a clue about the purpose of the shim? How are you supposed to adjust the clearance unless you change the thickness of the shim? Is the shim actually supposed to be loose and its purpose is to prevent excess collapse? It is item 15 in the figure for the F5. The F4 is the same with respect to the bushing. On my F4, the shim is gone, and I never knew it was supposed to be there until I got the F5 and started making a new bushing to accommodate a different size and offset overarm running bushing. If the shim is supposed to be loose, then someone collapsed the existing bushing too much already, as the shim is jammed tight.
