25mm tube to 8mm plate connection

What's a good simple neat method of connecting a 25mm tube to an 8mm plate steel. The application is to make a lever. The plate will end up about 30mm wide. The finished item will have torque applied, but won't be compressed or put under tension. This is a one off.

I have a stick welder and a lathe.
Ideas please.
 
I need to apply quite a lot of force, so the handle will be about 600mm long.

I have just made a handle with a solid round bar slotted & welded for the plate and fitted to slide in the tube. I was wondering if there is a better way.

The tube is 2mm wall, 25mm dia. I am not a skilled enough to weld 2mm tube to 8mm plate. The finished plate will be flat and pivoted so it swings horizontal. So I am aiming for 10x mechanical leverage. I need a strong connection.
 
I ended up cutting a short tang on the plate. This was fitted into a slot cut in the end of a solid bar. The tang is about 10mm narrower than the bar. The tang was welded to the bar and then turned the surplus weld metal off in the lathe. The bar was sized to fit in the tube.

Seems to be strong enough.
