How does a starret speed indicator work

I bought an Brown and Sharp instrument that looks a lot like a Starrett no.107 speed indicator. It has

on it. I guess it works about the same as the Starrett no.107, and then again maybe not I just don't know how. I could make a guess but I think it is a better idea to just ask someone that knows how it works. So how does it work?
 
If it's one of the revolution counters, you just note the revolutions or fractions thereof in a given time period and do some math to get at rpm.
