Magnetic chuck question

I recently bought a magnetic chuck at an auction and need help as to how this one is used. It's a KANET, Type KEV-48, 80 VDC (Kanetsu Kogyo Co. LTD, Japan). It's 8" L x 4" W x 3 1/2" H. It is best described as a brick sandwitched between two pieces of 1 x 4 x 8" L. When powered up, there is no magnetic attraction on the 4 x 8 faces (like on a standard chuck)- however there is super attraction on the edges (the 1 x 8 sides and the 1 x 4 ends). It appears the chuck is intended to be used on its side. Has anyone ever seen and/or used one of these chucks?

Did you put the chuck on a wooden bench top to test it? The grinder table adds to the magnetism. Put it one a heavy steel plate or the table of your mill and try again.

Yes, I had it on a wooden work bench. On a steel table, there is no attraction on the faces, only the edges. It has a counterbored hole for a 7/16" SHCS in the face (the 4 x 8 sides), as though it was to be mounted to something. The set also has a 4 x 8 x 1 1/2 plate (also counterbored) and two V blocks - all surfaces have been ground.

It's possible the chuck could to be bolted to an angle plate on a surface grinder and this chuck could be rotated or tilted to grind something at an angle.
