Dynamic Balancing Bandsaw Wheels

I am resurrecting a Rockwell 20" bandsaw from the mid 1970's. While I have not yet powered it up with a blade, I have noticed that the top wheel is somewhat out of balance. It will always settle out to the same place (with no blade, of course). And there is more runout side to side than I would like- 30/1000". The radial runout (where the tires mount) is fine- only about 3/1000". The wheels are cast aluminum.

Can i take this somewhere and have it dynamically balanced and trued? The sideways runout I am not as concerned about as it being out of balance radially.

Is this wheel just toast, or can it be tweaked up by the right shop?

It has a 1" arbor, for what that is worth.

Considering the speed and the width of the wheel, you can probably get away with static balancing which is much easier to do. Take it to a bicycle repair shop and they should have the necessary equipement to do static balancing for few dollars. If you have an access a lathe, you can machine a static balancer yourself as it is nothing more than a cone. Good luck.
