Induction tempering for 4140 wheel steel

Hello everyone

I am in charge of the induction heat treatment machine at my company and since induction heat treatment is quite new for us. Right now i have tried to do induction tempering to wheel but still cant get expected hardness. The wheel have go through induction hardening and achieved hardness 60 HRC. Our customer want hardness around 35-45 HRC. I have try to play with current power in range of 3-5 kW. The hardness i get sometimes can be too high,too low and sometimes there no changes. Any ideas on what power setting would allow me to achieve the tempering temperatures required to achieve my target hardness? and also i have another problem on the wheel, there is no uniform heating on the wheel, only middle part are heated.I have attached the photo of wheel 4140 steel.
