5-axis Mini VMC sans controls?

I have a production deburring application that would be fairly easy to do with a 3-axis mini-mill with a 2-axis trunnion.

By the time I design, manufacture and then debug the control system, serial #1 would cost roughly $250k . . . or, I could buy a robo drill or something like that with a 4th and 5th axis trunnion . . . strip the control off of it and then put new controls on it for about half the $250k cost and have a better machine.

Any machine manufacturers sell small machines like this without controls?

Our customer wants to press one button, he doesn't want to write any software, and needs it to meet OSHA guarding requirements. . . we can do all that, but it sure would be easier if we could just buy the machine and put our own controls on it.
 
application requires flood cooling and wash . . . Don't want to mess with a robot as we need coolant proof and stiff. Kuka was recently purchased by a Chinese company which has given some of our customers pause.
 
Once the program is proven, the Robodrill can do anything you want with one button push.

You could look at Sugino. They specialize in deburring machines.
