Dielectric in EDM machining?

I know this could be put in the EDM thread, but it's more of a general physics question. What purpose does the dielectric in EDM machining serve? The reason I ask is that EDM machining is always described as a spark erosion process, yet in my mind you shouldn't be able to get a spark to occur in a dielectric, especially at the voltage levels I see used in EDM.
 
The dielectric property of the oil prevents arcing. As the tool gets closer to the work, the oil thins out enough to breakdown at the low voltage of the power supply. The oil is also important in flushing the erosion products from the cut zone.
