I'm not too sure where to ask this but saw this on craigslist while browsing. I can't say I've seen anything like it with the optical pieces on the front and sides... Does anyone know what these would be used for? It seems like a really neat piece

It's a Leitz optical dividing head. The eyepiece by the crank is for rotation. The other eyepiece is for tilt.

Best use is for "POSITIONING" and measurement. Not really the hot ticket for milling etc. The clamps are a bit whimpy.
