O.T. Can any one identify the wrench in the picture

Not much help but does it say Whitney on the side, as in Roper Whitney?

Edit: On closer look, I think I'm full of shit. It looks like another letter in between the T and N
 
I'm pretty sure that it has been made for fun. In Denmark a wrench like that is called a papegøjetang and, directly translated means "Parrot pliers".

Same here, "Channel locks" or "water pump pliers" are known as "papukaijapihdit" = parrot pliers. Sometimes it refers also to "tile nibblers"

jccaclimber was probably spot on with his battery terminal pliers:

Not wheel weight pliers, the two vertical posts would spread a battery terminal, can't see a use with wheel weights, the post is a hammer head on weight pliers.
