The longest is 3.2" and the shortest are a little less than 2.0 They're all .089 thick x .852 wide except one at .727. Rc is 60. Looking at the end, all are a parallelogram.
The cuts on the side may be to get under a dovetail, I cannot see the shape, they look as if they are taperd off to each side. Not the way I do it, but could work.
There is no reason I can think of for a scraper blade to be a parallelogram when looked at from the end. . ,
I think they are for an anderson type hand scraper, possibly shop made. I also have a few with similar side cuts for working into dovetails. You almost have to do it, even after sawing out the corner with a hacksaw blade a little. Mine also have the top beveled down in front for clearance. Making them single sided. (top is back beveled like sides, but the actual edge is about 5° negative, thin.
