What is it?

I picked this up at a flea market. Well made ratchet cutter. Cemented carbide cutters. One tapered. One for flat facing. About 1 5/8" diameter. The larger thread has a magnet inserted probably for catching chips. I see how it works but have no idea what it's for. Maybe some sort of valve seat cutter? Pipe weld prep? Hoping the great minds here might have an answer.

My first thought would be in situ valve seat "flatter", where you remove the valve stem, screw the threaded adapter to the valve body thread, use the facing tool to recut the eroded sealing face, remove tool and clean area, reassemble.

Or, it's a hemorrhoid removal tool, used similarly. But I don't see much blood or "other" residue, so perhaps that's less likely.

I know what this is. It's an espresso machine. Yeah, that's what it is.
