He may be talking about the cutters a lot of gun people use that have replaceable bushings.The bushings are available in .0002 increments usually.

Dovetail cutter.
Likely a custom, but not more complicated than that.
Drill the big hole, mill the slot (all in one op with CNC) drop the dovetail cutter in and track it around the perimeter, and out. Again, and again, and again...
