Also, is there $5000 worth of auction-mandated rigger and LTL shipping between the potential buyer and the mill? And does it work/have software and manuals/have tooling?

Not really. It's like the worst of both CNC and manual machines. The floppiness of a knee mill combined with the PITA and unreliability of an ancient CNC control.
Most have been converted to razor blades and manhole covers...
