This is potentially large. Nothing to do with climate change, BTW, but how the response to it is being defined and funded. There is a huge budget of which 50% is slated for adaptation rather than BS like carbon trading. That translates to construction and jobs. If this is accepted those ready to respond should do well.

It passed the first hurdle. Somewhat. Nowhere near the teeth anyone expected, but the Kyoto protocol still lives and with it the underlying organization that is pushing the agenda in the PDF above.

There is good and bad in this proposal, but if passed it would act on the current recession very much like WWII acted on the doldrums following the Great Depression. They're talking about a lot of money - perhaps $1.6T/year, globally. That represents a lot of opportunity.
