4140 material is very hard , when i machine the parts from 4140,I can feel the machine is screaming .

WTF. Then quit cutting it on a router. 4140 cuts great. Hell, 4140PH doesn't even get over 38Rc.

You refer to the other features, but do not mention the Spline. Is the Spline already Hobbed or milled? Or, do you want that Hobbed/milled, as well? I ask because we do a fair amount of very similar shafts and are well positioned to do this kind of work, start to finish. However, I don't see most of its details.
