You can tell right off from the dark grey color that the old bearing material is lead based babbit. Just melt it out and repour with tin based babbitt. Sounds to me like they used that as an excuse to not quote the job. Call Herm- he will treat you right.

Reach out to JD's babbit in Texas and see if they will take the job. It may be lead now, but it won't be when they are done and doesn't need to be returned to lead to be an effective babbitt bearing. J.D.'s Babbitt Bearings, LLC | Howe, TX | United States | 877-532-624
