when cutting cold rolled .which will give me a better finish in one pass multi insert end mill or a fine tooth solid carbide .and take the most material . for example on a peice of 1.5 x 2.5 cutting 3/8 off of the 1.5 side .

A 3/8" diameter solid carbide coated end mill, 4 flutes will do the job. Take 2 passes with the radial in-feed split between them, figure around 400 surface footage (4000rpm)for the material and a chipload around .003"-.004" IPR or roughly 20 IPM

The fine tooth rougher style tool is for hardened materials, coarse pith would be the better choice here, although considerably slower surface footage, maybe 75 max.
