Cutting Block Start Interlock Alarm

We keep getting this alarm on our VTC-200 it just started and not really sure how to correct this issue the alarm messages in the manual doesn't make sense!
Anyone out there know how to fix this alarm?

The alarm means the spindle is not up to (or close enough!) to the programed speed. Check the sfm and rpm on the command screen.

Do you have max rpm set for that tool in tool data?

It's actually a problem with the coolant!
Put coolant on auto it stops take coolant off it runs!

I can add a M84 (Cutting Block Start Interlock Invalid) in the beginning of the program or add a M53 (Coolant On) followed up by a M52 (Coolant On) to make our machine run.
