Run-out or concentricity help!?

After reading one article online to explain concetricity vs runout my thought was runout was exceptable to describe to another machine shop what i was looking for. After articles 6-10 i now have a headache and no clue. Im sending this print out for quote to a shop who specializes in shafts. The shaft gets hardened journals/races presssed on the ends and then spins inside of needle bearings. Assuming that the journals and needle bearing are "perfect", if you were to put an indicator on each "section" and spin this shaft while being held on those journals, i would like the indicator to move no more than .003". How do i describe that?! Thank you in advance.

 
Call one journal A the other one B and where you specify the section diamter put a feature control frame to have total runout .003 A-B
