Does anyone know what the blower motor specs should be for a Modular cooling fan. My 10EE has a replacement 1/40 hp 1550 RPM motor, but does not move as much air as I would have expected. From other posts it seems as thought that is what others have installed.

At least for the WiaD, which uses an axial-flow blower, a "cross" was immediately found at Grainger.
Not cheap, but nothing from Grainger ever is.
So, I would search Grainger's on-line catalog for a centrifugal blower of appropriate size and mounting.
