Right now we just store any water that has oil or coolant in it in a large tank and get it pumped out once a year. Is there something out there that will clean the water up enough so it can be discharged into the sewer line?

That really depends on the state, county, and city that you are in. First of all, you need to find out how clean it needs to be for the waste treatment plant to be able to handle it.
A clairifier will handle most oils and solids, not sure what you would need to do about the coolant.
