I found that an orbital sander, the type with the velcro base, will hold a Scotchbright pad nicely. Save a lot of time with the initial scrubbing.

Electrolytic rust removal works better if you use washing soda. There are also products like EvapoRust. I bought a gallon at Harbor Freight but haven't tried it yet.

How rusty is rusty is it just light surface or has the machine been sitting out side for years I have done lots of both kinds of machines If it is light surface use the scotchbrite if it has been setting for years I use muiratic acid and a wire brush some people will frown on that but if the machine is that rusty you are not hurting anything just use lots of water and baking soda to neatralize the acid or it will rust again right away. Search under big nasty shaper and you can see how bad rust can be and still save the machine. I used lots of acid and power washers and brought the thing back from the grave and I use it daily.

A single edge razor blade in a good quality holder will remove all the rust in one go and not screw up your table. Just make sure you don't dig in the corner of the blade. After that buff with some oil or wax.

I have used a scotchbrite pad on a orbital sander to remove rust from various steel machine tables. First I spray some penetrating oil on the table, than I run the jitterbug with a scotchbrite pad over the table. It works wonderfully.
