10L Apron Oil wicks - where exactly?

I'm going through my recently acquired Heavy 10 apron. The oil wicks that are identified as part #'s 28 and 29 in SB's parts diagram appear to be knotted around part of the internal casting of the apron, just right of the oil fill cup. Is this right, and if so, what purpose are they performing down there?

It's been a while since I've had a 10L apron
apart. Seeing as you do have the manual, check
out the section where they discuss installing
a lever operated clutch in place of the star
wheel clutch.

They discuss one of the felt wicks in that
section, because it is wrapped around the
worm at the bottom of the apron, and it goes
"through a bored hole" according to the text.

I seem to recall that the other felt wick has
some function in getting the oil up higher in
the apron, to the traverse handwheel shaft
for example.
