10L Headstock Problem

Hello experts,

I'm working on my new to me 1961 10L and have a problem with the headstock.
The brass tube under the front spindle bearing is pushed down flush with the bottom of the headstock bore. I've tried to pull it back up but have had no luck. Any suggestions? I could redrill the small holes that are in the sides of it and leave it down. Or I could destroy it getting it out and make a new one.

See if you can run a tap into the tube to get a bite and then pull it up? Shouldn't need more than a thread or two engaged.
 
That did the trick. Thanks for the tip.
I used a 7/17-14 Tap treaded in about 3/4". Left the tap there, put a 1/2 washer over the tap then a nut on the tap. Two bent pennies under the sides of the flat washer to keep from marring the bore and turned the nut making sure the tube cleared the pennies. No problem.
