Gents--I have been scratching my head over the application for this "chuck." It came with other SB accessories for my 16". The knurled part is spring loaded, it pulls back and it appears the tooling that it accepts must have a detent in it to hold the tooling. There are no markings on it, I don't think I've seen this as an accessory in the old South Bend Catalog and it definitely fits my 2 3/8" x 6 Spindle.
