It is on my 1926 13" When I went to shim the bearings I got it open and they had the shims on top of the bearing halves and the small step that is flush with them. On my 9" and my 16" and every other I have seen, they were strictly on the bolt area. I am assuming whoever put them on there was just trying to get away with just cutting a little strip of shim stock rather than shaping and drilling it to the whole cap. I just wanted to be sure before I made up a set. Anyone shim one of these old timers?
