A bunch of modified Armstrong/Williams style bit holders showed up on E-Bay UK the other day with the main shank cut down by approximately (very approximately) toolbit thickness to give a similar profile to J&S. Presumably to deal with the same sort of slot depth and tool holder height as you have.

Seriously ugly job, blunt hacksaw or angle grinder touch, but clearly they had seen a respectable amount of use so the idea isn't completely impractical. One conceptually bad thing was that the cut line went through the inset branding and ID section reducing the width of the base in an asymmetric manner which could well reduce holder stability.

I have e few these holders and find the washer stack an excellent set up. I have a problem. The parting tool holder is jammed. The bolt head turns about 1mm and stops. The tool does not release. I assume I am missing the obious but nothing gets the tool steel to move.
