Does an electric chain hoist need a starter for overload protection and no volt release ? Obviously there is a contactor built in so would a fused disconnect /isolator do the job?

They don't need a starter. All the motor controls are built in. You just need a means of disconnect and over current protection. A breaker or fused disconnect will do fine.

Is it cord and plug connected? As in, it plugs into an outlet? If so, and it is not something legit, and not cobbled up by somebody, it should be good as-is. The plug would function as the disconnect.

If it is meant to be hard-wired, what does the manual say about the matter?

It should be hard wired ,I just have the Neco cables that feed the hoists , I haven't got manuals ,I'll see what I can find on line ,I just wondered what normall practise was.
