Power usage by buck/boost transformer

I had 244v feeding my RPC. voltage out was about the same, It was causing some issues with the control on my Miltronics lathe. Miltronics says 230v max. I used a buck/boost transformer on the power feed to the RPC. Got the voltage down to 223v 223v 224v so it worked good. Will the transformer use power when I am not using the phase converter?
 
The transformer will use a small amount of power because of core losses. In indication of how much is the amount it warms when left on continuously. To measure it you need a watt meter because the current is out of phase with the voltage and an ammeter will give a higher reading than the actual power consumed. You probably have a switch on the RPC, so why not connect the transformer after the switch so it is only energized when using it?
