3 Phase Monitor for RPC

Unless it is unusually sensitive to voltage imbalance, it should work fine. Simpler monitors just check for total phase loss and for phase sequence. It appears the more complex monitor you asked about can be adjusted to alarm on anywhere from 2 to 20% voltage imbalance. If your RPC is more than 20% off on the manufactured leg, you probably should get an alarm!
 
They are pretty cool for protection and not much of a cost. The only thing that
may happen on a RPC is that you turn on the RPC and before you apply power
to your tool the monitor will fault out due to:
under voltage
phase unbalance
phase loss
If it has a restart delay long enough you might get by. If you strap it for a large
enough phase inbalance and just use it for phase loss and under voltage then
there is another idea. I was able to look at the specs and It should work for you
on a RPC. Though the intention for use is for 3 phase service.
