Need help wiring VFD

I bought a Teco L510 VFD motor combo for belt gtinder. 2 HP, 36 RPM, Techtop Motor with 2 HP, 23 Volts, Teco VFD at Dealers Industrial

I have it all figured out except how to wire incoming power. I have 230 volt single phase coming in. My cord has a white, black, green wire. My guess is the black wire goes on L1, White wire goes on L3. And green goes to chassis ground is this correct?

You are basically correct. The green wire is the grounding and there should be a ground terminal on the VFD.
I am not familiar with your model, but if it is meant for three phase input, you can connect the two single phase AC wires to any two of the 3 phase inputs, so L1 and L3 are the correct terminals.
T1 T2 and T3 are the three phase motor connections.
