Phase Converter Cutoff Circuitry

I cobbled together a phase converter using a Baldor five-horse motor rated at 13 amps for a full load. I have the Baldor wired to a junction box and then directly to a receptacle into which I plug the mill. I have a 30 amp breaker at my basement board that covers input (230 volts). My 1.5 horse mill has the usual array of heaters and fuses.

In your opinion, would it be advisable to break things up with say a 15-amp, three-phase breaker at the junction box mentioned above? As always, thanks for the help.
 
a 5 horse motor needs some sort of "motor controller". And a means of disconnecting it.

The motor controller should have suitable motor protection sized for the motor. So yes, the RPC idler motor needs a contactor, plus suitable overcurrent and motor overload protector.
