I picked up a Ronk 3hp rotary phase converter. I followed the wiring diagram and things don't seem to be working quite right. The motor is VERY loud. I am using it to run a 1hp Bridgeport. When I turn the mill on it seems to spool up, ie rotation starts out slow and then build up to proper RPM. When I turn the mill on the phase converter motor get a little bit quite and then loud again.

The motor has wires labled 1-9. The wires are bundled 1&7, 2&8, 3&9, 4&5&6. According to the wiring diagram I am guessing 1&7=A, 2&8=B, 3&9=C ?
