Use a positive rake insert- - back in the old days, a common shaft turning insert was a KNUX, lots of side rake to curl a chip, but great for reducing chatter. The ones we used were Sandvik. Looks like they are still available...
Either make a piloted reamer and put a guide bushing in the 1st hole and then ream from both ends or hone them to size- I would hone them if I had the choice. A few swipes on a Sunnen hone and they would be in alignment and on size.
Did you consider having them laser or plasma cut with about .03 " undersize and then just finish boring the holes. The HAZ from the burnout will not be hard if the material is 1018.
Congrats- sounds like you got a great deal. Only comment- our 15" is very sensitive to being leveled properly for it to cut straight- true for most lathes, but ours seems to be very touchy in this respect.
I don't give a darn what you want to put in the hole- just tell me where you want it (with datums and tolerance), what size you want it (with tolerances) .

Because if one set of contacts hangs up mechanically, you have a condition where you have a dead short across the contactor. Electrical interlocks may prevent a coil from energizing but nothing in a contactor senses a hung up contact unless that's a new feature I'm unaware of. When that happens...
Hopefully you are aware that camshafts do distort during grinding and require straightening ...........sounds like you are really struggling- best to you- keep trying cuz it does not sound like your coworkers are very helpfull. You must have great shop owners to allow that to go on.
