You use a 5H7 reamer (standard). The pin should be 5r6 or 5s6 for a light press.
For a lighter push fit use pin 5n6. 5m6 ist the standard for dowel pin fit (sliding)

What is the marking on the tap? Some taps are made oversize to be used in parts made from CRS like 1018 that is being case hardened. Case hardening CRS closes the hole. How much depends on the amount of case.
If you want to make it "Gauge" quality you will have to do it the way I said. Otherwise you will never get past any inspection department. You will also need a Jigbore and a precission (tool and die maker grade} V-block.
