I've done lots of small-ish stuff like that before, I'd turn the front side/drill then grab the OD in a stepped collet. Then face/finish the bore which appears to have a small taper. That way there's no burrs anywhere, easy chip control, better finish. Pretty simple part.

Maybe also consider a stub bull nose endmill, I do a lot of skimming of stainless/duplex surfaces with 3/8" stub .030"R garr VRX, I like to go with a corner rad at least one size bigger than the debt to remove so no material rolls ahead of the cutting edge. In your case I might go with a .030"...
